Chapter One
Modern Secret Societies
Secrecy is the freedom zealots dream of: no watchman tocheck the door, no accountant to check the books, no judge
to check the law. The secret government has no constitution.
The rules it follows are the rules it makes up.
-- Bill Moyers
Secret societies not only exist, they have played an important role in national and international events right up to this day.
In considering the reach of modern secret societies, it is instructive to first look at America's immediate past presidents and the people and events surrounding them.
While many Americans popularly viewed President Bill Clinton as a youthful saxophone player with an eye for the ladies, most were unaware of his connection to three of the most notorious of modern secret societies: the Trilateral Commission, the Council on Foreign Relations (take particular notice of the initials CFR as they crop up incessantly in the study of U.S. policy decisions and world conflicts), and the Bilderbergers.
The Trilateral Commission publishes its membership as well as position papers, but its inner workings are secret. The CFR also publishes a membership roll, but members are pledged to secrecy regarding its goals and operations. The Bilderberg group keeps both its agenda and membership a secret.
Prominent members of the Clinton administration who belonged to the council included former CFR president Peter Tarnoff, Anthony Lake, Al Gore, Warren Christopher, Colin Powell, Les Aspin, James Woolsey, William Cohen, Samuel Lewis, Joan Edelman Spero, Timothy Wirth, Winston Lord, Lloyd Bentsen, Laura Tyson, and George Stephenopoulos. Former Trilateral members included Bruce Babbitt, Stephen W. Bosworth, William Cohen, Thomas Foley, Alan Greenspan,' Donna Shalala, and Strobe Talbott.
Publisher John F. McManus noted that in the fall of 1998, as impeachment loomed over him, Clinton hurried to New York to seek support from his CFR friends. "Bill Clinton knows well that he serves as president because the members of the 'secret society' to which he belongs chose him and expect him to carry out its plans," wrote McManus.
Clinton was not the only recent president with connections to these groups.
President George Bush was a Trilateralist, a CFR member, and a brother in the mysterious Order of Skull and Bones. President Ronald Reagan, a former spokesman for General Electric, did not officially belong to these groups, but his administrations were packed with both current and former members as will be detailed later.
President Jimmy Carter's administration was so filled with members of the Trilateral Commission that conspiracy researchers had a field day. Even the Establishment media began to talk.
THE TRILATERAL COMMISSION
By the early 1970s, thanks to burgeoning communications technology, many Americans were becoming more aware of secretive organizations such as the Council on Foreign Relations. Former CFR chairman David Rockefeller, apparently in an effort to deflect public attention from CFR activities, instigated the creation of a more public offshoot organization: the Trilateral Commission.
Both the commission and its predecessor, the CFR, are held out by conspiracy researchers as the epitome of covert organizations which may be guiding public policy in directions opposite to those either in the best interest of or desired by the public.
The concept of the Trilateral Commission was originally brought to Rockefeller by Zbigniew Brzezinski, then head of the Russian Studies Department at Columbia University. While at the Brookings Institution, Brzezinski had been researching the need for closer cooperation between the trilateral nations of Europe, North America, and Asia.
In 1970, Brzezinski wrote in Foreign Affairs, a CFR publication, "A new and broader approach is needed -- creation of a community of the developed nations which can effectively address itself to the larger concerns confronting mankind.... A council representing the United States, Western Europe, and Japan, with regular meetings of the heads of governments as well as some small standing machinery, would be a good start."
Later that year, he published a book entitled Between Two Ages: America's Role in the Technetronic Era. Within those pages, Brzezinski spelled out his vision for the future.
He prophetically foresaw a society "... that is shaped culturally, psychologically, socially, and economically by the impact of technology and electronics -- particularly in the area of computers and communication."
Brzezinski's visions would raise the suspicions of those opposed to the consolidation of world political and economic power. Declaring "National sovereignty is no longer a viable concept," he predicted "movement toward a larger community by the developing nations ... through a variety of indirect ties and already developing limitations on national sovereignty. " He foresaw this larger community being funded by "a global taxation system."
In explaining that a cooperative hub, such as the Trilateral Commission, might set the stage for future consolidation, he reasoned, "Though the objective of shaping a community of developed nations is less ambitious than the goal of world government, it is more attainable."
Brzezinski's hope for a global society did not exclude nations then under the rule of Marxism, which he described as "a further vital and creative stage in the maturing of man's universal vision" and "a victory of the external man over the inner, passive man, and a victory of reason over belief."
Brzezinski's plan for a commission of trilateral nations was first presented during a meeting of the ultrasecret Bilderberg group in April 1972, in the small Belgian town of Knokke-Heist. Reception to Brzezinski's proposal reportedly was enthusiastic. At that time international financiers were concerned over Nixon's devaluation of the dollar, surcharges on imports, and budding détente with China, all of which were causing relations with Japan to deteriorate. In addition, energy problems were growing in response to price increases by the Organization of Petroleum Exporting Countries (OPEC).
With the blessing of the Bilderbergers and the CFR, the Trilateral Commission began organizing on July 23-24, 1972, at the 3,500-acre Rockefeller estate at Pocantico Hills, a subdivision of Tarrytown, New York. Participants in this private meeting included Rockefeller, Brzezinski, Brookings Institution director of foreign policy studies Henry Owen, McGeorge Bundy, Robert Bowie, C. Fred Bergsten, Bayless Manning, Karl Carstens, Guido Colonna di Paliano, Francois Duchene, Rene Foch, Max Kohnstamm, Kiichi Miyazawa, Saburo Ikita, and Tadashi Yamamoto. Apparently these founders were selected by Rockefeller and Brzezinski.
The Trilateral Commission officially was founded...

- Reviewed in the United States on December 23, 2013First off, I must note that Mr. Marrs is writing as a journalist, and not a historian or scientist. As such, his primary method of research is based largely on a survey of works of other authors, often centuries removed from the present. Thus, his work may be colored by attempts at disinformation and propaganda that these other authors advanced with their own agenda. Bearing this in mind, I still find the book quite useful and informative, indicating at least what may have happened to bring about our current states of affairs.
The book takes a retrospective-chronological path, starting with today's secret and semisecret societies, such as the Bilderbergs, the Council on Foreign Relations, and the Trilateral Commission (to name a few) and works their way back to the Egyptians, the Sumerians, and beyond. Interesting to note how many members of secret societies today occupy positions of power and influence which greatly affect national policies and world situations. Marrs shows how true this is especially in government, industry and finance, where the CFR, the Trilateralists, the Bilderbergs and Bonesmen constitute at least a skeletal shadow government in the United States - unelected, and unaccountable to the general public or the laws of the land.
The historical sweep of Rule By Secrecy details how today's Bilderbergs, Trilateralists and Bonesmen derived from European Freemasons, Rosicrucians and Bavarian Illuminati. Centuries ago, at the height of the Church's power, these, collectives of "enlightened free thinkers" went underground to evade the tyrannical crush of the Roman Catholic Iron Fist which brutally dominated European life for nearly two thousand years. Ultimately, the spread and development of secret societies is traced back through the Templar Knights, to ancient Egypt, and then from Mesopotamia, to the Sumerians. The final chapter deals with the assertion that we were created by the Annunaki - an extraterrestrial civilization living on a semi-rogue planet, Nibiru, that has many new-agers and E.T. worshipers in such a heated twitter. But I digress . . .
Some long standing puzzles are adequately explained in the light of secret societies. In particular, the Protocols of the Learned Elders of Zion, and infamous forgery, attributed to the Czar's secret police, may have been plagiarized from an even earlier Illuminati or Masonic plan for subverting the Catholic Church and corrupting Christian society. Marrs offers satisfactory evidence that this is so, rendering the Protocols as sort of a template for slandering and demonizing any target group by merely changing the names to those intended.
Ultimately, I can have little faith in the completeness or accuracy of what is disclosed here. How can an outsider possibly discern all that lies hidden and deliberately obfuscated or misrepresented? In particular, I have trouble accepting the scientific implications of a large planetary body swinging through the solar system every few millennia without seriously disturbing the stable orbits of at least a few planets.
But, as a reference providing insight into the network of secret societies, their agendas, their motives, and modes of operation; this book is well worth the price, and the read. One cannot attain a reasonably complete or accurate assessment of the world stage without a proper apprehension of the major players manipulating affairs behind the scenes.
- Reviewed in the United States on September 15, 2023The late Jim Marrs writes an honest, well researched book into individuals or groups that wield a lot of power while hiding in the shadows. Jim Marrs thoroughly researches his subjects and topics while revealing important facts which help people understand the world . Some people don't want or cannot face threats but for those who understand knowledge is power, this is your book. With greater scrutiny and exposure due to social media and the internet, Marrs proves he is a prolific writer.

- Reviewed in the United States on July 9, 2012This is a great read, a lot information here, plenty of names to do some research about. If only this book was taught in in our school system, we would not have some many zombies running around arguing about what was said on Fox, Cnn or Msnbc everyday.
To understand this book, you need to unplug yourself from the mainstream media, forget all the talking points, reboot your brain and start over with a new operating system, where you can use Jim Marrs as Windows 95. Yes, you've been tricked into believing that what you hear on TV is the gospel of today, but the media is only there to shape your thoughts and make you think of what the controllers want you to think. That's why there are so many stupid shows and movies on TV today. Dumber people are easier to control.
Pick up this book if you want to break your programming and start learning on what is really going on in this world. If you don't like to read, listen to Alex Jones, Republic Broadcasting or Oracle Broadcasting, that will also open your eyes to what really is going on out there. Jim Marrs is a great researcher, and his books have 90-95% truth to them along with his own input on the way things are shaping up. Interesting read.
- Reviewed in the United States on July 6, 2005This is the best one volume treatment on the subject of world conspiracy I have found. Granted, there will be comments and observations and opinions in the book that cross your (it did mine) beliefs and convictions, but it is not done in an offensive way. The style is engaging, interesting, convincing and thorough. This book reveals years of interest and involvement in the subject by the author and a writing ability that is exceptional. He reports what he has found, and in little time shows the reader he is no newcomer to the subject. My only reservation about the book is the treatment on Biblical history which (for me anyway) is a rehash of theories that don't hold water. But other than that, the rest of the book is a page turner and never dry or uninteresting. If anything, it makes you think. For those bibliophiles out there, Dake's Annotated Reference Bible treats and answers much of what Marrs says in his book. I would recommend Dake for any conspiracy buffs if you are looking for a controversial Biblical explanation for much of what is happening in the world.

5.0 out of 5 stars The truth about how we have been ruled by evil forces for at least 1,000 years
I live in Italy and can honestly say that, regretfully, the Deep State has gotten its clammy claws into this country. So much so that Italian society has lost much of its industrious initiative and carefree, sunny charm it was once renowned for, while its leaders, political strategists, bureaucrats and intellectual elites surreptitiously re-model the nation's (un)democratic laws and principles on those of modern-day totalitarian China. The PD or Democratic Party (all ex-communists at heart) and 5-Star Movement (radical left-wing extremists) have been busily channelling guidance and social policies directly from the CCP ! Anyway, I just want to make a helpful suggestion for potential readers of this work by Dan Marrs, especially any new ones who may not have been aware, until now, of just how much we have been lied to, duped, manipulated and controlled for so long. In the late 'nineties Jim Marrs wrote this in-depth, all-encompassing treatise on the history, and evolution of the 'deep state' which I first read in 2010 when I was researching the UFO cover-up. I picked the book up again the other day and am avidly re-reading it, thinking just how appropriate it is to our times as the DS minions drill down with their deadly global vaccination programme. The book is comprehensive, easy to read and gripping. Jim was a brilliant, courageous, pathfinding researcher (and collator of others' research) whom I suspect was targeted by the CIA, FBI or some such DS agency, and duly eliminated via technology that generates cardiac arrest. His readership was way too large for comfort and therefore he was deemed a threat to the 'Cabal'.

5.0 out of 5 stars Illuminante
